Résumé : Cet article analyse la distribution des transferts privés intra-ménages dans le but de comprendre comment ils peuvent être un palliatif de l’insuffisance de la protection sociale au Niger. A cette fin, il a été mobilisé les données d’Enquête sur les Conditions de Vie des Ménages et de l’Agriculture, réalisée en 2014. Grâce aux outils de statistiques descriptive et multidimensionnelle et aux régressions quantiles, les transferts privés reçus ont été caractérisés et leurs déterminants identifiés. Les principaux résultats montrent que les transferts privés jouent un rôle de protection sociale dans le sens où le ménage bénéficiaire peut accéder davantage aux soins de santé et garantir une sécurité de revenu. Ces transferts exercent un effet positif et significatif sur le bien-être des ménages, via les dépenses de consommation et celles liées aux évènements sociaux. Toutefois, cet effet est faible en termes d’investissement productif (activités agricoles et commerciales) et en capital humain (éducation, santé), ce peut constituer un contrepoids à la capture du dividende démographique.

Private intra-household transfers as a palliative for the incompleteness of social protection in Niger

Abstract: This article analyzes the distribution of private intra-household transfers in order to understand how they can be a palliative for the inadequacy of social protection in Niger. To this objective, data from the Survey on Living Conditions of Households and Agriculture, carried out in 2014 were used. Using descriptive and multidimensional statistics tools and quantile regressions, the private transfers received were characterized and their determinants identified. The main results show that private transfers play a social protection role in the sense that the beneficiary household can have greater access to health care and guarantee income security. They have a positive and significant effect on household well-being, via consumption expenditure and those linked to social events, but this effect is weak in productive investment (agricultural activities and commercial) and in human capital (health, education).
